The Brazil-European Union Forum on the Internationalisation of Higher Education was held in Brussels, on 24 February, with the sponsorship of the EU - Brazil Sector Dialogues Support Facility, and the joint coordination of the Ministry of Planning, Budget and Management (MP) and the European Union Delegation in Brazil (Delbra).The event aimed to promote the exchange of best practices as regards the internationalisation of higher education and academic mobility and to discuss the incorporation of innovation and entrepreneurship in mobility programmes.
The Forum discussions were followed up in the Brazil-European Union Seminar on Academic Mobility, Internationalisation and Innovation, held in October 2013. In attendance were the Secretary for Higher Education of the Ministry of Education (MEC), Mr Paulo Speller, the President of the Coordination for the Improvement of Higher Education Personnel (CAPES), Mr Jorge Guimarães, and 11 rectors from Brazilian federal universities, as well as heads of international relations departments from universities across Brazil. Representing the European Union were the director of Higher Education and International Relations of the European Commission, Mr Jordi Curell, as well as rectors, vice-rectors and deans of international relations departments from European universities.
The Rector of the Federal University of Rio Grande do Sul (UFRGS), Prof Carlos Alexandre Netto, explained that the main discussion forum was on the Science Without Borders programme, a Brazilian government partnership with other countries. "What we see is a genuine interest of the European community in joint international actions with Brazilian universities. It was clear that there is a great interest in relation to Science Without Borders", he said.
Prof Netto added that the contribution of internationalisation towards a tertiary education of better quality (both in Brazil and in Europe) goes beyond the exchanges: “A key issue for Brazilian universities to grow in quality is not only the movement of students and teachers, but also in research partnerships."
During the Forum, the importance of the managerial autonomy of the institutions was also addressed, as this is an issue that needs to be taken into account in the future of European and Brazilian mobility programmes (including what regards the recognition of credits). Although the Forum agenda related to more comprehensive policies, the federal universities also have the autonomy to seek partnerships with foreign educational institutions.
