In April, the European Union-Brazil Sector Dialogues Support Project carried out a mission to Europe aiming at strengthening partnerships between Brazilian and European institutions in the field of monitoring and observation of the impacts brought about by climate change. This matter is addressed by the action coordinated by the Ministério da Ciência, Tecnologia e Inovação - MCTI [Ministry of Science, Technology and Innovation].
The Brazilian delegation was comprised of the following representatives: Andréa Nascimento de Araújo, Analyst for Science, Technology and Innovation at MCTI; Pedro Alexandre Rodrigues Christ, Deputy Director of the Department of Environmental Licensing and Assessment of the Ministério do Meio Ambiente - MMA [Ministry of the Environment]; Lidiane Rocha de Oliveira Melo, Technologist in Science, Technology and Innovation at MCTI; Jean Pierre Henry Balbaud Ometto, Head of the Center for Earth System Science of the Instituto Nacional de Pesquisas Espaciais - INPE [National Institute for Space Research]; and Marco Follador, local Senior Consultant for the Sector Dialogues Project.
In London, England, the delegation visited the Ricardo Energy & Environment office, a leading supplier of analysis, advice and data on economically sustainable solutions for environmental challenges. The visit helped understand the British initiative Country Level Impact of Climate Change Project (CLICC), which aims at developing a common process so that countries may present the impacts caused by climate change nationwide. It relies on the support of the United Nations Environment Programme (UNEP). The Brazilian group also visited the Met Office Hadley Centre, in Exeter, another English city. The entity is specialized in providing observations and on projecting impacts, vulnerabilities and risks associated to climate change.
To close the mission, the federal public servants and the senior consultant headed to Ispra, Italy, where they visited the Joint Research Centre (JRC), an institution with vast experience in preparing combined indicators, and solid expertise in consolidating studies and information on vulnerability and exposition to risks associated to climate change in several sectors of the economy for the 28 member countries of the European Union (UE). Additionally, the JRC has accumulated knowledge on the integration and management of a data platform used to generate relevant information to decentralized decision making processes, for several European Union countries.
Lidiane Melo, MCTI Technologist and a member of the delegation, emphasized the importance of the mission. “It was a unique opportunity to establish an exchange of experiences among European and Brazilian experts. The mission also expanded the synergy between Brazilian and European research institutions, in such a way to make feasible long-term joint actions for the transfer of knowledge and technologies in this area, and that meets the interests of both States”, as she pointed out.
This collaboration will contribute to implementing and improving the Sistema de Monitoramento e Observação de Impactos das Mudanças Climáticas - SISMOI [Monitoring and Observation System for Climate Change Impacts], developed by MCTI based on the recommendations made during the workshop “Challenges in the Monitoring and Observation of the Impacts of Climate Change”, held by the Sector Dialogues Project, in 2014.
