In May, representatives from the Ministério do Planejamento, Desenvolvimento e Gestão (MP) [Ministry of Planning, Development and Management], the Ministério da Indústria, Comércio Exterior e Serviços (MDIC) [Ministry of Industry, Foreign Trade and Services] and the Câmara de Comércio Exterior (CAMEX) [Chamber of Foreign Trade] participated in a mission to Europe. With meetings in Spain, the Netherlands and Belgium, the team learned about policies for the internationalization of European companies by means of public contracts, particularly aimed at small and medium-sized businesses. The mission is part of the activities programmed for the action “Procurement Observatory”, developed in connection with the European Union-Brazil Sector Dialogues Support Project.
The mission was comprised of José Carlos Cavalcanti, General Coordinator for Foreign Trade of the Secretariat for International Affairs of the MP, Francisco Carneiro di Filippo, Advisor for the Secretariat for Foreign Affairs of the MP, Herlon Alves Brandão, Director of the Department for Statistics and Support to Exporters at the MDIC Secretariat for Foreign Trade, and Isabella Maria Pereira de Ávilla, Foreign Trade Analyst at CAMEX Executive Secretariat.
As part of the mission, in Madrid, the delegates visited ICEX (España Exportación e Inversiones), a Spanish governmental agency for the promotion of trade, investment and support to companies going global. Mission participants also visited INCLAM, one of the beneficiaries of ICEX support programs. This company provides engineering solutions for sanitation and drinking water supply.
In Hague, the Netherlands, the researchers went to RVO, an entity responsible for supporting the internationalization of Dutch companies. On May 12, they participated in a meeting of the European Commission, in Brussels, Belgium. Integration programs adopted by European bidding markets, computerized bidding systems, as well as innovation & globalization programs fostered by the European Union were presented on that occasion.
According to José Carlos Cavalcanti, the mission enabled the exchange of experiences with European agencies, which will help develop policies to promote the internationalization of Brazilian companies. “The mission gave participants an opportunity to reinforce cooperation with the institutions visited, and this experience is expected to result in a seminar on international public procurement, internationalization opportunities and other joint events to be defined”, he explains.
