This Wednesday, August 17, the Ministério do Planejamento, Desenvolvimento e Gestão (MP) [Ministry of Planning, Development and Management] and the Escola Nacional de Administração Pública (ENAP) [Brazilian School of Public and Business Administration] opened, in Brasília, the G.NOVA, the Federal Government Innovation Laboratory. This initiative is one of the measures included in the Memorandum of Understanding signed in March 2016 by the Governments of Denmark and Brazil, which purpose is to develop solutions aimed at increasing efficiency and transparency in public service. This space was created with the collaboration of the European Union-Brazil Sector Dialogues Support Project, coordinated by the European Union Delegation to Brazil (DELBRA) and the Ministry of Planning, Development and Management (MP).
During the opening ceremony, Ambassador João Cravinho, Head of DELBRA, praised the initiative of the Brazilian Government. He highlighted that “the idea of a collaborative space whose aim is to build creative solutions for public problems is very important to Brazil. We are happy to have contributed to this work, along with ENAP and the Government of Denmark, a member state of the European Union and, historically, more active in terms of international cooperation”.
According to the Minister of Planning, Development and Management of Brazil, Dyogo Oliveira, G.NOVA occupies a privileged position in the innovation agenda. He stated that “this is the environment in which Brazil will be able to test, validate and accelerate solutions that will bring answers to the everyday problems faced by Brazilian citizens and companies”. Minister Oliveira also said that this is a priority theme for the MP. “Our main concern is to build a culture of innovation, a culture geared towards simplification and articulation of high impact projects which will result in a better perception of user needs and deliver solutions in a shorter period of time.”
During the ceremony, Ambassador João Cravinho announced that the Sector Dialogues Support Project will continue through a new phase to be launched next year. According to him, “since the results have been very positive, it is with great pleasure that I can tell you that we have been working with a new model for this project. Some adjustments will be made and they will result in an equally if not more successful partnership in the years to come”.

G.NOVA
Operating at ENAP headquarters, G.NOVA is a space that is open to create innovative solutions and which will help to put in place more efficient and effective processes, services and public policies geared to the population. The place will also be used to qualify public servants in methodologies for innovation. The idea is to consolidate a culture of innovation in the public sector.
The inspiration for G.NOVA is MindLab, a laboratory run by the Danish government. Since 2002, this laboratory has been developing projects that encourages creativity, collaboration and innovation in public management. The work includes a platform for the co-creation of good ideas and involves citizens and companies, with the objective of bringing to the government a view from society, by means of prototypes to test, adjust and develop new solutions.
