Under the sector dialogue between Brazil and the EU on the environmental dimension of sustainable development, the Ministry of Environment (MMA) sent a technical mission to Europe for an exchange on planning for emergencies with dangerous chemicals. Three representatives of the ministry were in Sweden and Italy between 13 and 20 June, visiting reference institutions and experts in the field.
The Brazilian representatives were able to learn about the best practices both in those two countries - which are at the forefront of accident management - and in the European Union as a whole. "They have a very specific structure. We got to know a kind of training centre, for example, that we do not have in Brazil", explained Ms Mirian Oliveira, the MMAs coordinator for environmental emergencies.
By learning from the trails already blazed by these partners, the staff of the Ministry aims to identify which experiences can be adapted to the Brazilian reality and succeed in managing accidents involving chemicals, thus contributing to the implementation of planning policies in the public and private sectors.
"The dialogue with the European Union is an excellent opportunity", ponders Ms Oliveira. "Without this project, it would have been very difficult to learn about such practical experiences, and meet people who have long worked in the field." The coordinator also said that there is great interest in Brazil to continue partnering with those countries.
The exchange will be followed up with a seminar in Brasilia, on the forthcoming 27 and 28, to share with agents nationwide the information gathered during the mission. Participants will include representatives from the fire department, health agencies and the private sector, state government and IBAMA staff, and university researchers. Experts sponsored by the EU-Brazil Sector Dialogues Support Facility will also contribute input to the debate on the management of emergencies and their economic viability.
