In May, researchers from the Ministério da Agricultura, Pecuária e Abastecimento (MAPA) [Ministry of Agriculture, Livestock and Supply] and the Ministério da Indústria, Comércio Exterior e Serviços (MDIC) [Ministry of Industry, Foreign Trade and Services] travelled to Spain, on an official mission, to learn about control mechanisms for geographical indications (GIs) in that country. The action is part of the 8th call of the European Union-Brazil Sector Dialogues Support Project, a continuation of the “Technical Exchange on Protection of Geographical Indications as an Instrument for Rural Development”, held in connection with the 7th call of the Project.
The mission took place after the workshop “Exchange of Experiences and Technical Knowledge on Mechanisms for the Registration and Control of Geographical Indications in Spain and European Union”, which took place in April and was attended by European authorities.
Accompanied by technicians from the Ministry of Agriculture, Food and Environment of Spain, the delegates learned about the indication processes used in different areas of the country, which has one of the most modern mapping systems in the world.
The following delegates participated in the mission: Patrícia Metzler Saraiva, MAPA Coordinator for Geographical Indication of Farm and Cattle-Raising Products; Eudoxio Antônio Batista Júnior, Agent for Sanitary and Industrial Inspection of Origin Products at the Superintendência Federal de Agricultura do Espírito Santos (SFA/ES) [Federal Superintendence for Agriculture of the State of Espírito Santo]; Marcelo Frederico Gonçalves Cipriano Mota, MDIC Head of the Service for Coordenação Geral de Vinhos e Bebidas (CGVB) [General Coordination for Wines and Beverages]; and Sarah Mendonça de Faria, MDIC Foreign Trade Analyst.
“We could see in practice how control measures are applied, the requirements imposed by control agencies, production methods, the obstacles the Regulatory Boards had to overcome to achieve the status they enjoy currently, adjustments made to European rules, and, in some cases, the difficulties endured and the understanding of the sense of belonging to the region”, Patrícia Metzler points out.
According to her, both events were important to expand the technicians' knowledge. That will make it possible to reflect on the Brazilian control of GIs. “There are many differences between Brazilian and European Union legislations, and a solid understanding of the developments of EU legislation may help us re-evaluate our own laws. It was also very interesting to notice how geographical indications are treated as quality products and how they have been the object of clear policies for increasing land value and keeping people in the country”, she adds.
