Three Brazilian experts on regulatory issues visited the EU headquarters in Brussels, Belgium, to start exchanges aimed at improving regulatory impact analyses. The technical mission took place on 7 and 8 May and had the backing of the EU-Brazil Sector Dialogues Support Facility.
The Brazilian delegation comprised Mr. Jadir Dias Proença, the technical coordinator of the Programme to Strengthen Institutional Capacity for Regulatory Management (Pro-Reg) of the Presidents Chief of Staff Office, Mr. Rui Guilherme Silva, the superintendent for Electrical Services Regulation of the National Agency of Electric Energy (ANEEL ), and Ms. Cristina Ribeiro Marinho, an official from the Centre for Regulation and Best Regulatory Practices of the National Agency for Sanitary Surveillance (ANVISA).
"The focus of this action is to enable Brazilian regulatory agencies to improve their performance," explains Mr. Jadir Proença. He and his colleagues made the first contact with European experts who will be their partners on this exchange of experiences, which will take Brazilian civil servants in the field of regulation to the European Union for technical training and will bring European technicians to Brazil to provide courses and training in this field. "Those responsible for issuing standards need, first and foremost, to assess their impact," said Mr. Proenca, highlighting the importance of the qualification of these public actors.
Also, according to the technical coordinator of Pro-Reg, this first contact with the EU has been very successful and paved the way for the coming events that will comprise the exchange programme. Next week, there will be a workshop and a seminar in Brasilia - with local and foreign experts - to present and discuss case studies from Brazilian regulatory agencies as well as impact assessment in European countries. In November, there will be a course on regulatory impact assessment conducted by a European Union official, aimed at civil servants in several agencies responsible for regulatory mechanisms.
