An event to celebrate the completion of a successful partnership. Thus can be described the seminar Sector Dialogues on the Control and Regulation of Chemicals, held on 22 and 23 May in Brasilia. The event was organised by the Ministry of Environment (MMA) and had the support of the EU - Brazil Sector Dialogues Support Facility.
The secretary for MMAs department of water resources and urban environment, Mr. Ney Maranhão, delivered the keynote address. In his talk, he explained the historical elements that encouraged the creation of a dialogue on the control and regulation of chemicals, highlighting that Brazils development in recent years - allied to international conventions on the subject had spurred discussion about the systematisation of the management and control of chemicals in the country. He also commended the bilateral dialogue that Brazil has with the European Union in this field: "The Europeans have stood out for the results they have obtained, and it is on these international experiences that we base our assessments and construction of our technical model," he said.
Mr. Samuel Antunes Antero, National Director of the EU-Brazil Sector Dialogues Support Facility, and Mr. Arnold Jacques de Dixmude, representative of the European Union Delegation in Brazil (Delbra), also attended the opening session. Mr. Antero provided a brief overview of the Sector Dialogues Support Facility, noting that there are 29 ongoing dialogues between Brazil and the EU, 17 of which have the support of the Facility.
Mr. Alberto Rocha, chemical safety deputy manager of MMAs Secretariat of Water Resources and Urban Environment referred to the trip that technicians from the Ministry made to Europe, where they visited chemical agencies in Sweden and Germany, and stressed that such experiences will help Brazil to complete its draft regulations in the area of chemical control and regulation. " By 2015, our country is expected to be among the top five producers and importers of chemicals in the world. We have a very wide range of products that pose risks when transported and marketed, so it is important for Brazil to have this regulation in place," he explained.
Throughout the seminar, the industry, government, labour and civil society were represented by agencies and associations which voiced their perceptions about various aspects of this legislation, with a view to adapting them to the national realities. "We will provide each stakeholder with all the materials presented at the event for detailed analysis," said Ms. Leticia Reis de Carvalho, Environmental Quality director of MMAs Department of Water Resources and Urban Environment and one of the seminar organisers. She stressed that the meeting had been very successful and reiterated the collective feeling that a new regulation is of the essence.
