Between 13 and 17 October, four representatives of the Brazilian Institute of Information Science and Technology (IBICT), a representative of the Centre for Mineral Technology (CETEM), and a representative of the Business Network Life Cycle Assessment (LCA Network ) participated in a mission to the European Union to learn about Life Cycle Assessment (LCA) experiences. The Brazilian delegation visited institutions working on the issue in Paris (France), London (England), Zurich (Switzerland) and Ispra (Italy). The mission was funded by the EU-Brazil Sector Dialogues Support Facility, which is jointly coordinated by the Ministry of Planning, Budget and Management (MPOG) and the European Union Delegation in Brazil.
At Ispra, the representatives of the IBICT, Ms Celina Lamb, Mr Leonardo Lazarte, Ms Arij Chabrawi, Mr Marcos Novais, of CETEM, Ms Monica Borlini, and of the LCA Network, Mr Luiz Gustavo Ortega, visited the Italian headquarters of the Joint Research Centre (JRC), the main partner in the development of this initiative. They saw up close the LCA inventory data management model and the LCA inventory network management. They also discussed the participation of Brazil in the International Reference Life Cycle Data System (ILCD) and were able to assess the feasibility of structuring courses of action within the cooperation agreement signed.
"The JRC has developed research activities on Life Cycle Thinking and, since 2005 has been working with partners in the so-called European Platform for Life Cycle Assessment (EPLCA), which contains methodology manuals, tools and data from Life Cycle Inventories," said Ms Celina Lamb.
In Paris, the Brazilian delegation members Ms Lamb, Ms Chabrawi and Mr Ortega visited the joint initiative of the United Nations Environment Programme - UNEP. They discussed the proposal for an agreement on the transfer of know-how in the adaptation of international inventories to the Brazilian context. Also discussed at the meeting were the methodology for the training of trainers; a course on Life Cycle Thinking; the publication of booklets (both for children and for small and medium enterprises); and the possibility of holdinga workshop in Brazil to train Brazilian experts in the adaptation of international inventories to the Brazilian context. In London, Ms Lamb and Ms Chabrawi visited the BRE Group, a company using the LCA methodology for certification and accreditation of products and construction models. The agenda discussed the possibility of benchmarking the initiative so as to support the dissemination of the use of LCA the construction industry in Brazil.
In Zurich, the Brazilian delegation visited EcoInvent, the world's leading provider of life cycle inventories, to learn more about the institution and its working methods. During the visit, the parties discussed the possibility of setting up a research project to transfer inventories to the Brazilian database.
LCA cooperation between the IBICT and the JRC is included in the Cooperation Arrangement signed on January 24, 2013 between the Ministry of Science, Technology and Innovation (MCTI), a body to which the IBICT is linked, and the JRC. The partnership provides for cooperation in the area of climate change and sustainable management of natural resources, thus including the activities of the present project.
