In November, the action Dialogue for Brazil-European Union Cooperation in the Area of Research and Innovation Observatories, sponsored by the European Union-Brazil Sector Dialogues Support Project, carried out a mission to Brussels, Belgium. The objective of the mission was to visit the Research and Innovation Observatory (RIO) of the Joint Research Centre (JRC).
The Brazilian delegation was comprised of the person in charge of operations for this mission, Ana Luiza Carneiro de Lima, a Science and Technology technician of the International Relations Division of the Brazilian Institute of Information in Science and Technology (IBICT); Researcher and Consultant Maria Carlota de Souza Paula, author of IBICT’s Research and Innovation Observatory Proposal, a paper which was commissioned by IBICT and presented in January 2015; and Research Coordinator Paulo César Gonçalves Egler, who has been working since 1990 in the area of International Cooperation of the Ministry of Science, Technology and Innovation (MCTI).
The objective of the visit was to gather elements which will assist in the creation of the Brazilian Research and Innovation Observatory. Led by Deputy Head of the Innovation Systems Analysis Unit, Koen Jonkers, the Brazilian delegation had the opportunity to learn about working policies and methods, final products and the professional profile of team members. The delegates also learned about the administrative structure that runs RIO, and gained an understanding of the relationship between this Directorate-General and other European Commission entities. According to Ana Luiza Carneiro, “knowledge of the proposal and of how the RIO project operates was essential to help the delegates establish a clear definition of the purpose of the Brazilian observatory, its target audience and the ideal team configuration”.
Aiming at identifying points of common interests and discussing possible areas of cooperation between JRC and IBICT, for the development of research and innovation observatories, the Brazilian team presented IBICT to the delegates. The presentation showed the role the institute performs and its main products and services, with a focus on information services for international cooperation. Additionally, IBICT representatives offered their assistance to the Innovation Systems Analysis Unit, to collaborate in the design of an international country report for Brazil, which will also be open to Brazilian users, since all the reports will be available at the RIO portal.
According to Ana Luiza Carneiro, these cooperation efforts between IBICT and JRC on research and innovation observatories are an excellent example of how international cooperation may serve to leverage development projects and activities. “To the extent that areas and themes of mutual interest are identified and effective cooperation and the exchange of experiences and knowledge are developed, the results of a cooperation agreement with these characteristics are most likely to be realized. This is a good example of a win-win collaboration initiative, one in which both sides benefit and advance”, she stated.
According to Ana Luiza Carneiro, these cooperation initiatives between IBICT and JRC are expected to continue after the mission. IBICT intends to carry out a workshop to present the Brazilian observatory proposal in the beginning of 2016. Technicians from the Belgian institution will be invited to attend the event.
