Brazilian experts during a panel presentation at the LASA Congress in Barcelona
Researchers from the Brazilian Institute for Science and Technology (IBICT) attended the XXXVI International Congress of the Latin American Studies Association (LASA), held on 23-26 May in Barcelona, Spain. This technical mission is supported by the EU-Brazil Sector Dialogues Support Facility under the project Research and Innovation Strategy for Smart Specialisations (RIS3) within the Brazilian context.
The Brazilians team presented two papers in a panel discussion on “Smart Specialisation in Latin America and the EU: Regional Challenges and Transcontinental Opportunities.” One of the papers, by Neantro Saavedra from IBICT, and Javier Gomez from the JRC (Joint Research Centre) in Seville, focused on application of the RIS3 method in Brazil. The second paper, by Paulo Egler from IBICT, and Cristiano Cagnin from CGEE (Centre for Management and Strategic Studies), addressed customisation of the smart specialisation method for Brazilian settings. The team also attended the Luis Fierro panel held by the EU-LAC Foundation. They discussed the experience during the first phase of the Foundation's Competitiveness Clusters project, which will include Intelligent Specialisations as a theme in the second phase.
This year, the theme of the LASA Congress is “Latin American Studies in a Globalised World," which aims to look at how people in different locations study and perceive Latin America, and to what extent Latin American studies help understand comparable processes and issues around the world.
One of the papers presented by the Brazilian delegation discusses the Entrepreneurial Discovery Process (EDP) in Brasilia. The paper explores emerging trends and evidence of an EDP initiative in Brazil, as well as prospects for cooperation between Brazilian and EU counterparts. In particular, it discusses the work that has been carried out since June 2016 by the Brasilia 2060 Programme (hosted by IBICT), which looks into various aspects of Brasilia's evolution in the future, including education, urban mobility, healthcare, etc.
The second paper analyses customisation of the Smart Specialisations method for use in Brazil. The RIS3 as adapted for Brazil involves a regional sustainable development model that brings together economic development, social inclusion and enhanced quality of life, as well as minimisation of environmental damage and recovery of ecosystem services. This adaptation of the RIS3 method is expected to be mainstreamed by the Ministry of National Integration in the revision of the National Policy on Regional Development that is currently underway.
