In March, the European Union-Brazil Sector Dialogues Support Project promoted a joint mission to Europe in connection with the road transportation theme. As regards the action Exchange of Experiences on Regulations for the Railway Transportation Sector, the following Regulation Experts from the Agência Nacional de Transportes Terrestres – ANTT [National Road Transportation Agency] participated in the mission: Carlos Fernando do Nascimento, Former Director; Nara Kohlsdorf, Manager for Regulatory Improvement and Quality; Carlos Eduardo Veras Neves; Advisor to the Director-General; Murshed Menezes Ali, Advisor for the Superintendence for Regulatory Governance; Gilson Gonçalves de Matos; and Larissa Wendling.
Representing the action Multimodal Logistics Corridors, the delegation was comprised of the following ANTT experts on regulatory matters: Tito Livio Pereira Queiróz e Silva, Superintendent for Multimodal Cargo and Road Transportation Services; Yoshihiro Lima Nemoto, Executive Coordinator; Iana Araújo Rodrigues; and Thiago Martorelly Quirino de Aragão. Experts on regulatory matters of the Agência Nacional de Transportes Aquaviários – ANTAQ [National Water Transportation Agency]: Fernando José Pádua Costa Fonseca, Deputy Director General; and Ana Paula Harumi Higa, Advisor for International Relations, were also members of the delegation.
Part of the program was developed by members of both actions, jointly. In Brussels, Belgium, the Brazilian delegation participated in several meetings with key partners in the field of railway and multimodal transportation; however, the first group prioritized the exchange of experiences on regulatory governance matters, such as the execution of the Regulatory Impact Analysis (RIA) and the financial structure of infrastructure projects subsidized by the TEN-T (Trans-European Transport Network), a multimodal logistics corridor system in Europe.
The delegation also made technical visits to important stretches of the Rhine-Alpine logistics corridor, situated at the vicinity of the Dutch capital, Amsterdam, and the German cities of Duisburg and Frankfurt. Additionally, they met officers and experts from public companies responsible for these segments of that corridor. The delegates from the multimodal transportation area also visited the ports of Amsterdam and Duisburg – the largest internal port of the European continent, part of the Rhine river corridor – and the DB Cargo headquarters, one of the most relevant logistics operators of the Rhine-Alpine railway cargo corridor.
The closing of activities took place in Brussels. On that occasion, ANTT representatives presented the SAFRA 2016 plan and the bases for the logistics corridor pilot project to be implemented in the Northern region of Brazil. Responsible for both actions involving road transportation under the aegis of the Sector Dialogues Project, Yoshihiro Nemoto states that the mission was successful in achieving its objectives. “We had the opportunity to talk directly to key partners in the European transportation sector, to learn how the Rhine river corridor was built and how difficulties were overcome. In addition to technical meetings, the delegates also had the opportunity to discuss aspects related to the financial structure of investment projects, which nowadays are essential to promote similar alternatives to the Brazilian case”, he said.
