In early November, representatives from several Brazilian public institutions participated in the “European Utility Week 2015” in Vienna, Austria. This is the largest European event on smart grids. The mission was sponsored by the European Union-Brazil Sector Dialogues Support Project and was attended by the middle and top management of Brazilian institutions involved in this sector, which indicates the interest of these entities in the development of actions related to Smart Grids in Brazil.
The event was attended by Eduardo Soriano, General Coordinator of Sector Technologies of the Ministry of Science, Technology and Information (MCTI); Dante Luiz Da Ros Hollanda, Technologist in Science and Technology at the MCTI; Marcos Franco Moreira, Director of the Department for the Management of the Electrical Sector of the Ministry of Mines and Energy (MME); André Pepitone da Nóbrega, Director of the Agência Nacional de Energia Elétrica - ANEEL [Brazilian Electricity Regulatory Agency]; Fábio Maya Cavalcante, Regulatory Expert at ANEEL; Nelson Fonseca Leite, President of the Associação Brasileira de Distribuidores de Energia Elétrica – ABRADEE [Brazilian Association of Electric Energy Distributors]; Josias Matos de Araújo, Director of Regulation at Eletrobras and President of Cigré-Brazil; and Elie Chidiac, Vice-President and Director for Regulation of Celg Distribuição.
With 77 countries represented and over 9,300 participants, the “European Utility Week 2015” showcased the best practices related to the development of products, projects and partnerships in the area of smart grids. The discussions addressed themes such as financing, international cooperation, investments in projects in Brazil and in Europe, regulation in the area of smart grids and standardization of energy products. The Brazilian delegation was under the spotlight during the event and was approached by European equipment providers and by representatives from other countries. “The great interest in Brazil has to do with the size of the Brazilian market and the leadership role of the country in South America”, declared Eduardo Eseo, member of the event organizing committee.
During the mission, the delegation also visited the United Nations Industrial Development Organization (UNIDO), where the project “Sustainable Cities – Integrated Approach Pilot”, was presented to the delegates. This project, implemented in the City of Melaka, in Malaysia, is still in its initial execution stage. During the visit to UNIDO, the Brazilian delegates talked about two topics: Innovation for the Sector of Energy and THE Creation of International Research Centers with high-level experts from UNIDO, who have a global view of projects.
According to the General Coordinator for Sector Technologies of MCTI, the mission represented a great opportunity to exchange information regarding various smart-grid related themes, such as the need for regulations ensuring interoperability among systems, and the promotion of an energy market with more standardized products. “Regulation and innovation are processes that should walk hand in hand to allow for the competitive introduction of smart grids in the national and regional electric power systems”, said Eduardo Soriano. “Harmonizing regulations for smart grids in different countries, regions and continents may reduce implementation costs, which have been one of the main limiting factors for disseminating smart grids in distribution systems”, added Dante Hollanda.
According to ABRADEE President, “ABRADEE’s participation in the mission to Vienna was extremely important in the sense that it gave us the opportunity to meet solution providers and attend technical talks that added valuable knowledge. It has become necessary, and urgently so, to define a set of public policies and the key to success will be the regulatory model to be adopted. Brazilian distributors, however, should be prepared to face a new reality, to reorganize their processes, improve their practices and qualify their personnel. They must also have capital reserves and the financial leverage capacity to face these new circumstances. This mission allowed us to see more clearly the paths we need to follow”.
