A party of Brazilian civil servants and experts participated in a mission to Europe, from 24 August to 5 September, to attend the 20th World Congress on Safety and Health, in Frankfurt (Germany), and a series of technical visits to agencies and bodies in Germany and Spain (Bilbao) related to workplace safety. The initiative was sponsored by the EU - Brazil Sector Dialogues Support Facility, jointly coordinated by the Ministry of Planning, Budget and Management (MPOG) and the European Union Delegation in Brazil (Delbra).
Held between 24 and 27 August, the 20th World Congress on Safety and Health addressed such topics as "Global Challenges for Safety and Health at Work" and "National Systems for Safety and Health at Work". In addition, the event ran the following panels, "Safety and Health at Work, including machines"; "Machine safety - increasing productivity and workers’ health "; "Management of Health and Safety at Work"; "Information networks on Safety and Health at Work"; and "Safety and Health in Construction".
The Brazilian delegation also participated in several technical meetings in Germany between 26 August and 5 September. In Frankfurt, the group visited the body responsible for social insurance in Germany, the Deutsche Gesetzliche Unfallversicherung (DGUV), and received information on machinery and equipment conformity assessment. The delegation attended a technical visit to Germany’s Opel automotive factory and attended a meeting at the German certification body for compliance, the DakkS, to discuss the theme "Conformity Assessment and Accreditation in Germany."
The Brazilian delegation also visited the German Institute for Safety and Health at Work, the Institute for Occupatioanal Safety and Health of the German Social Accident Insurance (IFA), where they discussed the certification procedures for security modules. Finally, in Freiburg, the delegation learnt about the machinery and equipment risk assessment systems developed by Sick, a leading German manufacturer of process-based sensor solutions for factory automation and logistics.
The group was also in Bilbao, Spain, for a meeting at the European Agency for Safety and Health at Work (EU-OSHA). Their aim was to discuss the Online Interactive Risk Assessment (OIRA) tool.
This international mission was preceded by a study of European normative acts relating to work at height in construction and in the port area and to anchorage devices and means of access. Brazilian normative acts related to the topic were also consolidated. A seminar will be ultimately held in Brazil for the presentation of the study and mission findings.
This action was selected by the 7th Call for Proposlas for the EU - Brazil Sector Dialogues Support Facility, under the sector dialogue on Social Development and Employment. The Brazilian partner institution is the Ministry of Labour and Employment (MTE) and its European counterpart is the Directorate-General for Employment, Social Affairs and Inclusion (DG EMPL).
The international mission comprised representatives from the Ministry of Labour and Employment (MTE), the labour tax auditors Ms Aida Cristina Becker and Mr Eva Patricia Gonçalo Pires, and the national expert on contract for the EU-Brazil Sector Dialogues Support Facility, Dr João Baptista Pinto Beck. The project’s foreign expert, consultant Otto Goernemann, accompanied the Brazilian party throughout their activities.
