A Brazilian delegation participated in a mission to Belgium, Germany and Italy to learn about best practices in the use of biocides and pesticides. This activity ran between 4 and 10 October and included the participation of two civil servants from the Ministry of Environment (MMA), two from the Ministry of Agriculture, Livestock and Supply (MAPA), two from the Brazilian Institute of Environment and Renewable Natural Resources (IBAMA) and two from the National Health Surveillance Agency (ANVISA).
During the mission, the Brazilians learnt about assessment instruments and procedures, risk management and control measures in the use of pesticides and biocides. They also had close contact with the dynamics of interaction among inter-sector policies related to pesticide and biocide control such as worker safety, industrial development, consumers and foreign trade. They also learnt how inspectors enforce the banning of and restrictions on the use of these products.
In Brussels (Belgium), the group participated in technical meetings and visits to DG Sanco – responsible in the European Union for policy management and legislation related to pesticides - and DG Environment, responsible for the management of biocides. At DG Sanco, they learnt about the rules and regulations applied to pesticides in the different stages of the life cycle. At DG Environment, the presentation addressed concepts, laws and procedures relating to the clearance of biocides.
"We had an overview of how the regulations were designed and developed, and learn about the assessment criteria for approval of active substances and clearance of formulated products, in addition to the restriction procedure and skills related to each activity," says the environmental analyst and MMA project manager, Mr Alberto da Rocha Neto.
In Braunschweig, Germany, the Brazilian delegation met with the team from BVL, an institution responsible for pesticide risk management in that country. At the meeting, presentations addressed the regulation and procedures adopted by Germany for the control and management of risks posed by pesticides. The assessment carried out by EU member states to get clearance for the use and trade of agrochemicals as well as the decision-making processes for restricting a product were was also addressed.
In Parma, Italy, the group made a technical visit to the European Food Safety Authority (EFSA), responsible for concluding risk assessment of active substances across the European Union and revaluation of substances suspected of causing health and environmental hazards. A detailed presentation addressed the risk assessment that has been conducted by the EFSA on the impacts that the use of a type of pesticide (neonicotinoids) may be causing the bee colonies. At the EFSA, the Brazilian delegates had a detailed description of the flowchart of the processes to assess and restrict formulated products and the work that the agency has carried out in the development of handbooks and guidelines for the manufacturers of such products.
The mission included the EU - Brazil Sector Dialogues Support Facility, jointly coordinated by the Ministry of Planning, Budget and Management (MPOG) and the European Union Delegation in Brazil (Delbra). The action, in addition to the technical mission, included a seminar to present the European model for control of these products, as well as the perceptions of Brazilian institutions involved in pesticide control in Brazil.
