The European Union-Brazil Sector Dialogues Support Project, an initiative coordinated by the European Union Delegation to Brazil – DELBRA and the Ministério do Planejamento, Orçamento e Gestão – MP [Ministry of Planning, Budget and Management], promoted the “Seminar on Life Cycle Assessment (LCA)”, which took place on March 17th, in Brasília. The event is part of the activities programmed for the action Consolidation of the National Life Cycle Inventory Database (SICV-Brasil) [Portuguese acronym for Life Cycle Inventory System), carried out by the Instituto Brasileiro de Informação em Ciência e Tecnologia – IBICT [Brazilian Institute of Information on Science and Technology] and supported by the Joint Research Centre (JRC), a scientific research entity of the European Commission.
The following representatives were present at the opening of the seminar: Asier Santillán Luzuriaga, a DELBRA Representative; Gian Andrea Blengini, Researcher from the JRC; Giovana Veloso, Representative of the Sector Dialogues Project; Cecília Leite, Director of IBICT; Maria Teresa Rezende, Representative of the Instituto Nacional de Metrologia, Qualidade e Tecnologia – INMETRO [National Institute of Metrology, Standardization and Industrial Quality]; and Tiago Emmanuel Nunes Braga, Head of IBICT’s Division for Development and Innovation of Information Products and the person responsible for the Programa Brasileiro de Avaliação do Ciclo de Vida – PBACV [Brazilian Life-Cycle Assessment Program].
In his address, Asier Santillán highlighted the importance of the Sector Dialogues Project, in place for over seven years. “This work plays a key role in the cooperation efforts between the European Union and Brazil, and it has contributed greatly to the development of Brazil”, he said. In this regard, Giovana Veloso reported that the 8th Call, still ongoing, supports 59 actions in 24 theme areas, involving 29 institutions from Brazil and 21 European institutions. “The Ministério da Ciência, Tecnologia e Inovação – MCTI [Ministry of Science, Technology and Innovation] has stood out as the Brazilian entity that submitted the most requests for support to the Project, and has participated in several dialogues, such as those on 'science and technology' and 'information society’, which is being carried out in partnership with IBICT”, she pointed out.
The event marks the launching of SICV Brazil, whose goal is to meet the demands of the academic community and of the industrial sector for data – without causing an impact on their budget –, which will make it possible for them to carry out studies on LCA and on methodologies used to analyze the environmental impact of products and services. “At a global level, companies have been increasingly required to carry out this assessment in order to sell their products. Countries without LCA studies have not been jeopardized yet; however, in a near future, they will”, explained the PBACV coordinator.
Tiago Braga has also pointed out the relevance of the Sector Dialogues Project for the consolidation of SICV Brazil. According to him, “The Project made it possible to hire internationally distinguished experts to prepare studies that would meet the needs of the Brazilian government and to hold a mission to Europe geared at exchanging experiences on the matter. Although the action is coming to an end, a bilateral partnership between Brazil and the European Union is being established, by means of IBICT and JRC, so that these advances achieved with the Project may contribute to the development of the country”.
