In March, the European Union-Brazil Sector Dialogues Support Project sent five public servants from the Brazilian Federal Government to Europe, to learn about the agri-environmental indicator management system of the Common Agricultural Policy (CAP) adopted in the European Union. The technical mission was comprised of the following representatives: Edson Junqueira Leite, Researcher at the Empresa Brasileira de Pesquisa Agropecuária – EMBRAPA [Brazilian Agricultural Research Corporation] and Advisor for the Ministério da Agricultura, Pecuária e Abastecimento – MAPA [Ministry of Agriculture, Livestock and Food Supply]; Paulo Ricardo de Brito Soares, Agricultural Analyst at the Instituto Brasileiro de Geografia e Estatística – IBGE [Brazilian Institute of Geography and Statistics]; Leandro Guimarães Cruvinel e Palos, Environmental Analyst at the Ministério do Meio Ambiente – MMA [Ministry for the Environment]; Rodrigo Afonso Guimarães, Expert in Public Policies and Governmental Management at the Secretaria da Agricultura Familiar [Department for Family Farming] of the Ministério do Desenvolvimento Agrário – MDA [Ministry of Agrarian Development]; and Rodrigo Gonçalves Sabença, Environmental Analyst and Assistant at the MMA.
For the Brazilian delegation, the first item of the agenda was a visit to the Statistical Office of the European Union (EUROSTAT), located in the city of Luxembourg, capital of the country of the same name, where delegates learned about the work methodology employed to collect and treat statistical data used to determine agri-environmental indicators. The next visit was to the headquarters of the Directorate-General for Agriculture and Rural Development of the European Commission, in Brussels, Belgium. The purpose of the visit was to understand how environmental matters could be integrated into the CAP, and how agri-environmental indicators were used to assess the effectiveness of these resources.
In Paris, France, the Brazilian Government representatives visited the Organisation for Economic Co-operation and Development, to observe the procedures adopted to analyze the integration of environmental matters into agricultural policies worldwide. They also visited the French Ministry of Agriculture, where they learned about the Ecophyto Program, which is aimed at reducing the use of pesticides. The delegation also visited the Spanish Ministry of Agriculture, in Madrid, to study the country’s peculiarities in the use of agri-environmental indicators and the application of tools for integrating environmental matters into the CAP. Finally, the delegates visited three farms in Toledo, Spain, to observe the efforts to control the use of CAP resources in rural properties.
According to Rodrigo Sabença, the mission resulted in a better understanding of the regulatory framework, the application and assessment of the policy instruments adopted by the European Commission to include environmental matters into considerations regarding the production processes in place in the agricultural sector. According to him, “the experience in the European Union will serve as a benchmark to build a national agri-environmental indicator system, which will make it possible to verify whether or not the environmental theme is effectively being incorporated to our agriculture policy”.
