In February, the European Union-Brazil Sector Dialogues Support Project sponsored a mission to Germany, to support the work done by the experts responsible for the comparative study of the Brazilian and the German Disability Assessment Instrument used to enforce social security rights. The Brazilian mission was comprised of the following members: Marco Antonio Gomes Pérez, Head of Occupational Safety and Policies of the Department for Social Security Policies of Ministério do Trabalho e Previdência Social - MTPS [Ministry of Labor and Social Security]; Sérgio Antonio Martins Carneiro, Head of Workers Health at the Instituto Nacional do Seguro Social – INSS [National Institute of Social Security]; and Prof. Heleno Rodrigues Correa Filho, Ph.D., from Universidade de Brasília – UnB [Federal University of Brasília] in the area of epidemiology.
The Brazilian representatives visited some social security institutions in Berlin. At the Federal Ministry of Labor and Social Affairs (BMAS), a presentation was made on the intended exchange of experiences between both countries concerning the social protection of people with disability, including social security benefits and professional rehabilitation in the context of the UN Convention on the Rights of Persons with Disabilities (CRPD) and of the guidelines for the use of the WHO International Classification of Functioning, Disability and Health. Discussions of this theme were also held at the headquarters of the German Social Accident Insurance (DGUV, German acronym) and of the German statutory pension insurance scheme (DRV, German acronym), as well as at the Unfallkrankenhaus Berlin (UKB, German acronym), a trauma hospital.
The delegation also participated in a technical debate at the German Federation of Institutions for Professional Rehabilitation. Medical principles developed to provide technical support to social security actions geared towards persons with disabilities were discussed at a meeting with the members of the Board of Experts on Medical Care of the Department for Social Affairs and Patient Care of Brandenburg. Finally, the delegation visited a rehabilitation institution, the Median Clinic in Hoppegarten, specialized in professional neurological and orthopaedic rehabilitation and follow-up, aimed at reintegrating victims of work-related accidents into workforce.
According to Marco Antonio Gomes, Germany has a long tradition of social policies for people with disabilities, a solid legal framework, and integrated governmental actions. Additionally, the country also faces the challenge of implementing its policies in consonance with the CRPD, and it has been developing technical tools for that purpose. “Therefore, the exchange of experiences between both countries in the field of social security policies for people with disabilities in line with the CRPD, including professional rehabilitation and the development of instruments for recognizing and classifying disability for the purpose of enforcing social security rights, has proved to be extremely useful”, he said.
