The EU-Brazil Sector Dialogues Support Facility, which is jointly coordinated by the Ministry of Planning, Budget and Management (MPOG) and the European Union Delegation in Brazil (Delbra) funded studies in countries which are members of the European Union on standards and legislation relating to National Contingency Plana (NCP) and support to environmental emergencies at sea. The work was carried out in two steps: mapping and presentation of information about PNC in the EU in September, and an international mission of Brazilian technicians to Portugal and Finland, in October.
The data collected for the study were presented at a meeting held at the headquarters of the Brazilian Institute of Environment and Renewable Natural Resources (IBAMA), Brasilia (DF), on 12 September. Participants of the meeting included representatives from the Ministries of the Environment (MMA) and of the Mines and Energy (MME), of the Brazilian Institute of Environment and Renewable Natural Resources (IBAMA) and companies operating in offshore waters (Petrobras, Virebit Oy and Engine ).
The report addressed the EU best practices related to PNC; requirements of European ports concerning the moving of oil and other hazardous materials, with emphasis on emergency plans that exceed the ship's deck; and a list of European regulations that define cutting lines for government action in cases of oil spills at sea.
The general coordinator of environmental emergencies of IBAMA, Fernanda Pirillo, said the technicians who attended the meeting concluded that the National Contingency Plan of Brazil has a very different conception of the studied European models. "However, there are many good EU practices that could be adapted to improve Brazilian emergency plans. We envision many possibilities for future cooperation between Brazil and the EU on this issue”, she said.
The international mission to Portugal and Finland took place between the 6 and 10 of October and involved visits to public and private institutions that act with the restraint of environmental emergency at sea. Fernanda Pirillo and Luciano Evaristo de Meneses, director of Environmental Protection of the IBAMA participated in the trip.
In Lisbon, the duo visited the National Authority for Civil Protection, where they met with representatives of the Portuguese Environment Agency (APA) and the Maritime Authority and learned about the Portuguese contingency system and how the integration among the various institutions takes place. A visit to the European Maritime Safety Agency (EMSA) was also made to learn about the EU's contingency system for oil spill. The Brazilians also visited the port of Sines and learned about the port systems to control the transport of hazardous goods, its interaction with the EMSA and the Local Emergency Plan.
In Helsinki, the representatives of Brazil visited and learned about Syke, the Finnish environmental agency, and visited the government's vessel in charge of emergencies. In Porvoo, they visited Lamor, A manufacturer of emergency related equipment, and the Terminal of Neste Oil , where they saw up close the emergency systems of private companies and their interaction with government agencies.
This action was contemplated by the seventh call of the EU-Brazil Sector Dialogues Support Facility under the sectoral dialogues on environmental dimension of sustainable development, of which IBAMA is the Brazilian partner institution and the Directorate-General for Environment is the European one.
