The notion of impact assessment may sound odd at first. However, when applied to government decision-making, it has proved to be an invaluable tool. It was based on this principle that, on 23 and 24 May, the Programme for Strengthening Institutional Capacity for Regulatory Management (PRO-REG) of the Presidencys Chief of Staff office organised a workshop and seminar in Brasilia, aimed at the study of impact assessment in regulatory decisions. Both events had the backing of the EU-Brazil Sector Dialogues Support Facility.
Among the participants were the technical coordinator of PRO-REG, Mr. Jadir Dias Proença, the Deputy Head of the Department of Analysis and Monitoring of Government Policies, Mr. Luiz Alberto dos Santos, the EU Delegation Ambassador (Delbra) to Brazil, Ms. Ana Paula Zacarias, the Secretary for Public Management of the Ministry of Planning, Ms. Ana Lucia de Brito Amorim, and the Chairman of the Association of Regulatory Agencies, Mr. José Luiz Lins dos Santos. Also in attendance were consultants Ms. Delia Rodrigo Enriquez, Mr. João Bana e Costa and Mr. Lorenzo Allio, plus several civil servants from Brazilian regulatory agencies and bodies involved in impact assessment.
On the first day of activities (workshop day), following the presentations of the consultants, representatives from the National Agency of Electric Energy (ANEEL), the National Health Agency (ANS), the National Agency for Sanitary Surveillance (ANVISA) and the National Petroleum Agency (ANP) presented case studies on issues related to the performance of each of their institutions. From these studies, the guest experts provided analyses of the impact of the decisions taken by those regulatory agencies.
On Friday (seminar day), participants attended presentations by consultants on logistics in the countries of the European Community and successful experiences in impact assessment in the EU and Member States. At the end, discussions ensued with suggestions and alternatives for better implementation of this tool in the activities of Brazilian regulatory agencies.
According to Mr. Jadir Dias Proença, technical coordinator for PRO-REG, impact assessment is an important tool in government decision-making. "We can measure the degreeto which decision-making will affect social groups, thereby increasing the involvement of these groups with the new regulatory standards," he said.
Mr. Proença also stressed the importance of the EU-Brazil Sector Dialogues Support Facility in the evolution of this new approach to decision-making: "We proposed this dialogue on regulations and saw the European Union as an ideal partner because its approach to assessment is close to what we want."
The Delbra ambassador stressed the importance of this exchange between Brazil and the EU in the field of impact assessment. "It is in the interest of both parties to share experiences, best practices and methodologies in various fields related to public administration, such as transparency and public consultation," said Ms Ana Paula Zacarias.
The MP Secretary for Public Management highlighted the need for the state to become increasingly professional and thus ensure the quality of government regulation. "This is critical in a strategy aimed at sustainable economic development," she said.
