The Administrative Council for Economic Defense (CADE) ran the second edition of the Workshop on Competition Policy and International Cooperation, held in Brasilia between 26 and 28 May. The event aimed to exchange information on economic defense systems in Brazil and the European Union - and in some of its Member States - and on successful experiences, as well as a discussion on important issues of bilateral interest. The workshop was sponsored by the EU-Brazil Sector Dialogues Support Facility, which is coordinated by the Ministry of Planning, Budget and Management (MPOG) and the European Union Delegation in Brazil (Delbra).
The workshop had the participation of representatives from antitrust authorities in 10 European countries (Germany, Croatia, Spain, France, Greece, Italy, Lithuania, Poland, Portugal and the UK) and two South American countries (Ecuador and Paraguay), and representatives of the World Bank and the United Nations Conference on Trade and Development (UNCTAD). They gave presentations to CADE staff on their respective antitrust systems – as well as the EU system - and learnt about the new Brazilian legislation on competition (Law nr. 12.529/11) and the main assessments of its implementation two years on.
"CADE sees ??international cooperation as an indispensable tool for combating offenses against free competition because it allows antitrust authorities to better understand how supply chains are structured and how economic agents act worldwide", said CADE’s chairman, Mr Vinicius Carvalho. "I believe this workshop is an opportunity for CADE, with the support of the EU-Brazil Sector Dialogues Support Facility, to strengthen its strategic partnership and ties with its EU counterparts", he added.
The head of the International Relations Unit of Portugal’s Competition Authority, Ms Cristina Camacho, also stressed the importance of international exchanges. "Brazil and Portugal have a common language and similar challenges. This event allows us to get to know up close one another’s experiences and approaches and enhance interaction ", she said. A similar opinion was expressed by Mr Pedro Santos, Delbra’s commercial advisor. "It is important to understand how each other’s antitrust laws work. Besides that, meeting one’s counterparts personally is a great incentive to creating partnerships", Mr Santos said.
Also present at the workshop’s opening ceremony, the director of MPOG’s Department of Development and Institutional Performance, Mr Alexandre Kalil, stressed that the workshop "strengthens a partnership between two players who have a great deal to teach one another. We are pleased that the Sector Dialogues can contribute to such an important initiative", he said.
The head of CADE’s international advisory, Mr Paulo Burnier da Silveira, said that successful cooperation with the EU’s antitrust authorities is already in place. "We have worked, for example, in cases of transnational mergers that were jointly scrutinised. There is also an exchange of best practices and experiences", he added.
