Brazil and EU discuss management and control of unemployment insurance systems

A team of external federal auditors from the Court of Audit (TCU) participated in a mission to Brussels, Belgium, on 23 and 24 July, to exchange information with experts from the European Union on management and control of unemployment insurance systems. The meetings also sought to gather information for a comparative and evaluative analysis of unemployment insurance systems adopted in Brazil and in some European countries.
"The study addresses the viability and t sustainability of their respective management and control models and aims to produce useful information to support and qualify future control actions to enhance labour and employment issues in Brazil," says Mr. Mauro Ferreira do Sacramento, one the auditors who participated in the mission.
On the first day, the TCU auditors met with specialist teams from the European Union’s Employment Policy and Audit and Control Directorates. At this meeting, discussions included examples of practices in the formulation and administration of unemployment insurance benefits as well as issues related to fraud and abuse in the granting and maintenance of such benefits.
On the second day, the participants visited the Directorate A — Analysis, Evaluation, External Relations, where they discussed topics such as supervision and monitoring of protection systems against unemployment and the current situation of the labour market.
The information obtained from these meetings will be taken into account in an analyses of comparative studies, whose results are to be discussed in the Reference Panel to be held in the second semester of 2014 at the TCU headquarters in Brasilia.
