A Simulator Training seminar was organised by the National Civil Aviation Agency (ANAC) on 1 and 2 March 2012, at the agencys training centre at Jacarepagua Airport, in Rio de Janeiro (RJ). The activity had the backing of the EU-Brazil Sector Dialogues Support Facility. The event was attended by 28 operations inspectors from ANACs Operational Safety Superintendence (SSO). The sole speaker was a representative from Spains State Agency for Air Safety (AESA), aeronautical engineer Fernando Almagro Navarro, who is AESAs qualification inspector for flight simulators and training devices. The talk was given in Spanish, the guest speakers mother tongue.
"The event was divided into panels that began with a lecture on the chosen theme. Subsequently, it opened up to a wide debate in which the audience was able to clarify possible doubts about the presentation", says the SSOs technical manager for training, Commander Celio Eugenio de Abreu Jr.
The main theme addressed was "Flight Simulators as Flight Training Devices", which was divided into five panels: Introduction to quality systems (Introducción a los sistemas de calidad), FSTD Rules (Normativa de los dispositivos FSTD), Assessment of FSTD devices and operators (Evaluación de dispositivos y operadores FSTD), FSTD operator quality systems (Sistemas de calidad de los operadores FSTD), and requirements for FSTD assessment inspectors (Requisitos de los inspectores de evaluación de un dispositivo FSTD).
The event is part of the EU - Brazil Sector Dialogue on Air Transport, whose partner institutions are ANAC, in Brazil, the Directorate-General for Mobility and Transport (DG MOVE) and the European Aviation Safety Agency (EASA), in the EU.
The Air Transport Dialogue provides for EU support in capacity building initiatives and the training of ANAC technicians in flight operation inspection, operational safety auditing, training in flight operation simulators, and crisis management systems.
In addition to this seminar on Simulator Training, ANAC held a seminar in January on Auditing in Aviation, in Rio de Janeiro (RJ). Also in 2012, four other events will discuss specific topics related to issues of operational safety and civil aviation security against acts of unlawful interference.
