The Human Rights Secretariat of the Presidency (SDH / PR) held on 4th and 5th April in Brasilia, the EU - Brazil LGBT Seminar. The event, which received support from the EU-Brazil Sector Dialogues Support Facility, discussed the promotion and protection of the rights of lesbian, gay, bisexual and transgender (LGBT) individuals. Experiences from the Brazilian and European campaigns against homophobic violence were also shared.
In attendance was the Minister of SDH / PR, Ms. Maria do Rosario, the head of the EU Delegation in Brazil, Ambassador Ana Paula Zacarias, the head of the Secretariat-General for Political Affairs of the Foreign Ministry, Ambassador Vera Lúcia Machado, the director of the National Centre for Sex Education in Cuba, Ms. Mariela Castro Espín, the representative of the Regional Office of the UN High Commissioner for Human Rights, Mr. Amerigo Incalcaterra, and experts appointed by the project and other experts from various Latin American and Caribbean countries.
From the successful practices in Europe came the example of the partnership between the police of Catalonia, Spain, with the LGBT NGO Casal Lambda, which enabled the effective fight against the crimes of homophobic hatred and intolerance in the region. Meanwhile, Brazil showed state projects, such as allowing the issuance of identity cards with the social name of transvestites and transsexuals in Rio Grande do Sul.
Minister Maria do Rosario argued in favor of a specific legislation against homophobia in the country while Ambassador Ana Paula Zacarias highlighted the pioneering spirit of Brazil - along with South Africa - to advocate a resolution that protects the rights of LGBT people in the UN Human Rights Council in 2011. Even the Secretary-General of the United Nations, Mr Ban Ki-moon sent a message of support to the seminar, highlighting the importance of correcting the injustices committed against this population.
According to Mr Gustavo Bernardes, president of the National LGBT Council and general coordinator for the Promotion of LGBT Rights of the SDH / PR, the meeting was extremely positive. "There was a broader dialogue between LGBT policy makers from Brazil and Europe, as well as exchanges with other countries represented at the event. The dialogue was very enriching and will strengthen those policies, "he said.
During the seminar, a book was also launched with comparative mapping of Brazilian and European experiences combating homophobia and a report of the recent Brazilian technical mission which went to Europe to delve into the subject.
